Bridgefag here, its not planned, it wasn't a stress test. Static load tests are not done, especially with a small crane like that shown. Cranes aren't used for cable stay stressing. Its either gonna be an engineering failure, or a materials failure. I know of the contractor, and they suck. I could see a water cooler on the walking deck, which means there were most likely workers doing point and patch work. The crane was probably lifting off a grout mixer or something. The engineering firm has had some issues prior, and the contractor are clowns.
