In German, "bad" means bath - so DB is creating a bank wherein investors will take a bath? German Anons, is there a colloquial expression in Germany about "taking a bath" meaning being cleaned out, losing lots of money?

Anon, I think you've really got something there. The locations do coincide with areas rumored to have some big DUMBs.

I had actually meant like losing money, but laundering money would also make sense in the context of DB's "bad bank."
I like the idea of debt forgiveness, because the root cause of our debt is bankster-caused (inflation, propped-up housing prices, depressed wages). I oppose the idea of infusions of cash due to inflationary pressures that would cause.
I would prefer the money to go toward fulfilling a major campaign promise: rebuilding American infrastructure. Remember how all the pundits criticized Trump's promise as unrealistic due to the sheer price tag? This would offer a way forward to fulfill that promise, and it could be done in a way which didn't fuel inflation.
Why would you assume that there's a single answer for all anons? This is the place where we stress, "Use logic. Think for yourself." That doesn't lend itself to a single answer being accurate for all, or even most, anons.
Trump IS thinking big when he says he will rebuild America's infrastructure. I don't recall the price tags being mooted, but they were in the TRILLIONs. If there's money left over from rebuilding infrastructure, it could be used to clean up the Superfund sites and maybe get the microplastics out of the oceans and our potable water supplies.
