It goes into the SS fund. Because they generally don't try to claim a refund under a stolen/purchased SS#, it accrues to the benefit of the fund, and by extension, those who receive benefits.
I've had it in the back of my mind for a while that this is one of the reasons both parties support illegals flooding in is that it is propping up Social Security and delaying the inevitable backlash when it becomes insolvent.
I hope the administration has factored in the impact on the fund if they really do deport millions.
