That's what I thought at first, too. But consider this: the aid was already apportioned as far back as two years ago. What would happen if Trump tried to stymie aid that is already apportioned? Let him tell them "no more aid until you get your shit together … in the meantime, here's the last of it … use it to create the jobs you were supposed to be creating in the first place because there ain't no more where that came from. We're broke and we're full."
