CAPTA is the "Child Abuse Prevention & Treatment Act". I do wonder if the name is Orwellian and if the act should be renewed or jettisoned. (Any time states take federal money I am suspicious.) However, I found this story from Parentalrights.org to be very interesting. Apparently some legislators were interested in hearing from parental right groups regarding provisions to protect families that should be included in the proposed reauthorization of CAPTA.
