Here's another way to look at this - how about if it was a loved one having a shaking event like that?

 

My parents are gone now, RIP, but if I saw either of them shaking like that I would have freaked out big time. When they were older, and ill, they had some bouts with dehydration - NEVER did they do anything like that.

No way a world leader, used to the limelight, suffers a panic attack during a point in an event where she isn't even speaking.

It's something worse than that.
