Because people think in black and white, good guys bad guys, and the world doesn't work that way.
The Tartarians were bad. Read Fomenko, he asserts that all of Roman History and Biblical "history" are all phantom reflections of Byzantium which was a Tartarian State, and further a lot of those events are phantoms of events from Tsars in "Russia". If that's true, and honestly it's extremely compelling when you see how he solidly makes his case, then that means all the dirty politics and nasty wars were Tartarian.
Fomenko also states how the Tartarians used their vassal empire the Ottomon's to ravage and purge Europe as a way of combatting the plague and containing it. This was done by death and destruction and was later written in the book of Revelations as the apocalypse (written in the 1400s).
Does this sound like good hippies that were so in tune with nature they could levitate to Mars? No. They were assholes and horrible people and had to be defeated. They had a permanent world wide army called the Cossacks which required a "blood sacrifice" from their people, and what that means is you have to dedicate a son to the cause who would then be owned by the state and never returned to you for life.
It was a proto-Communist order.
But the people who defeated them weren't good either. When they got their independence they still retained a monarchy. They didn't give control to the people, they still kept it for themselves thus creating a mini-Tartary in each nation.
Only the French Revolution and the American Revolution finally saw past this fake victory and demanded a government ruled by the people, not by the kings and queens with fake history and fake authority.
