Case against Eddie Gallagher in doubt as fellow Navy SEAL says he, not Gallagher, killed prisoner

U.S. Navy SEAL Corey Scott stated that it was he, not accused Special Warfare Chief Edward Gallagher, who was responsible for the death of an injured ISIS fighter in Iraq in 2017. The admission turns the controversial trial of Gallagher, 40, upside down and is likely to lead to a defense motion to acquit him.

Scott initially testified that he saw Gallagher stab the fighter in the neck, but on cross examination he later said he did not believe the stabbing killed him. A trained combat medic, Scott admitted he put his thumb over a breathing tube that had been inserted into the ISIS fighter's mouth until the fighter asphyxiated. When asked directly by defense lawyer Timothy Parlatore if Gallagher killed the fighter, Scott said "No."

The Navy charged Gallager, with various war crimes resulting from allegations from fellow SEALs who described him as reckless and bloodthirsty. At the center of the case was the allegation that Gallagher had killed the injured teenager with his knife after he was brought to the platoon's base outside Mosul.

White House calls in congressional leaders for Iran briefing in Situation Room

The White House will host congressional leaders in the Situation Room Thursday for a special briefing after Iran shot down a U.S. drone in international waters. An invitation was extended to the bipartisan group, including Senate Majority Leader Mitch McConnell, R-Ky., following U.S. Central Command confirming that a U.S. Navy RQ-4A Global Hawk High-Altitude Long Endurance Unmanned Aircraft, costing $130 million, was targeted overnight by an Iranian surface-to-air missile system over the Strait of Hormuz. The act of aggression, which Iran claims happened in its airspace, is the latest incident as tensions rise in the Gulf region.

President Trump, as well as leaders of the House and Senate Intelligence and Armed Services committees and administration intelligence officials, are also expected to attend the briefing. Trump was pressed earlier Thursday at the White House on how he would respond to the downing of the drone in what is a key commercial shipping lane. "You'll find out," the president told reporters, describing the attack as "loose and stupid." Lawmakers who are part of the "Gang of 20" have already received a separate briefing in a secure location on the Senate side of the Capitol Hill complex.

Appeals court clears way for Trump administration rule targeting Planned Parenthood

The 9th Circuit Court of Appeals ruled Thursday that the Trump administration's restrictions on family planning funds could go into effect, a move that would cut off millions of dollars from organizations like Planned Parenthood that provide abortions.

The Trump administration's rules had been temporarily blocked nationwide by federal judges in Oregon and Washington, and statewide in California. On Thursday, a panel of judges in the 9th Circuit granted the request 3-0 from the Trump administration to block the preliminary injunctions, saying the different lawsuits underway needed to play out. The decision means that clinics that receive federal family planning grants called Title X — which pay for birth control, testing for sexually transmitted diseases, and cancer screenings — will not be allowed to be housed in the same buildings as those that also provide abortions. The rules prohibit doctors who receive the funds from directly referring patients to abortions, leading critics to refer to it as a "gag rule."

The Trump administration refers to the provision as the "Protect Life Rule," and its supporters say that funding for family planning should not be used to help subsidize abortion providers. The rule will go into effect everywhere except in Maryland, due to a lawsuit from Baltimore. The state legislature there also passed a bill that would reject the Title X funds if the Trump administration's rules were attached to them.

Planned Parenthood's president, Dr. Leana Wen, said the organization would continue to fight the rule from taking effect. "We will be immediately seeking emergency relief from the Court of Appeals … We will continue to fight the Trump administration in the courts and alongside champions in Congress to protect everyone’s fundamental right to healthcare,” she said in a statement. The rule applies to a $286 million-a-year grant that 4 million low-income people use. Planned Parenthood receives between $50 million and $60 million from the grants.

Lindsey Graham after Iran shoots down US drone: ‘All bets are off’

Sen. Lindsey Graham issued a strong warning to Iran after they shot down a U.S. drone that was flying over international waters late Wednesday. Iran claims the drone was flying over their airspace. "That would be a provocative act for the United States and Israel and all bets are off, and put in place military capability to go after their naval forces and their refineries because their refineries are the economic backbone of this murderous regime," the South Carolina Republican told reporters on Thursday, "And do not be intimidated by provocative acts to get to the negotiating table. If we give in here to intimidation and outrageous conduct, then North Korea would do the same and on and on and on," he said.

"U.S. Central Command can confirm that a U.S. Navy Broad Area Maritime Surveillance (or BAMS-D) ISR aircraft was shot down by an Iranian surface-to-air missile system while operating in international airspace over the Strait of Hormuz at approximately 11:35 p.m. GMT on June 19, 2019," Capt. Bill Urban, CENTCOM spokesman, said. Urban said called the incident an "unprovoked attack on a U.S. surveillance asset in international airspace." The drone that was shot down was a RQ-4A Global Hawk High-Altitude, Long, Endurance Unmanned Aircraft System. It provides real-time intelligence, surveillance, and reconnaissance missions over ocean and coastal areas. The incident comes shortly after two oil tankers were attacked in the Gulf of Oman, just south of the Strait of Hormuz. The U.S. says evidence points to the Iranian military being behind the attacks, which Iran has strongly denied.
