Both the Fed and State would have similar motive to incarcerate murderers; the State would file on murder charges, and the Feds would charge a civil rights violation (if the case is high profile; if the State trial does not convict; etc.).
On pot, one says legal, the other says illegal, both are sovereign, and the Feds supercede the state.
If Trump wants to, he can put all the pot shops out of business.
