Not really, at least not for 10 years. They remain on the list for the next 2 federal elections. Thats 2 years from now, plus 4 years each, thats 10 years for inactive people to be inactive. In the meantime, CA will still send ballots to that address, and whoever is there will dutifully and honestly return them to the state…. yeah, right
