No, the coyotes, politicians, traffickers, and everyone else involved in encouraging the behavior that led that child to be involved in jumping the fence into the US are the ones going to hell.
God himself established the notion of borders and nations. Borders are important to protecting the security and identity of a people.
Acts 17:26:
โFrom one man he (God) made all the nations, that they should inhabit the whole earth; and he marked out their appointed times in history and the boundaries of their lands.โ
While Christ counsels us to love our neighbor, this does not automatically mean we need open borders; to ignore the security of our border threatens the safety of many US citizens (ask an Angel mom about that if you're confused). Loving our neighbor also requires securing our borders to keep dangerous people from freely entering the country without being on the radar of law enforcement. This is how twice-deported felons end up back in the country and commit recidivist crimes.
