Much older than that, young’un. “Czar” as an informal leadership title was first used in the early 80s in connection with drug policy in the US. It then spread to all kinds of policy leadership positions and to Europe.

 

BTW…Commies aren’t positively associated with the term “Czar,” since they wickedly executed the last one; may his memory be eternal.
