A great metaphor for Q is a game of Snooker.
The first stage of the game you have to alternate sinking a red ball and a colored ball (ie setting the stage). Then once all the red balls are potted, you have to pot the colored ball in order of value. (indicting targets of increasing significance)
I think it's obvious there was a huge increase in arrests of low level pedos/pawns starting in '16 and at least in theory a lot of (sealed) indictments of higher value targets; Q (ie the cue ball) is moving our attention/focus around to line up or set the stage for these shots. And they snooker the DS with every shot they let them take with the MSM (whether it's making them target their own, or forcing lose-lose decisions). Once the last of the pawns (ie red balls) are cleared off the table with declass/public awakening, Q has the real high value targets lined up so we can run the rest of the table without interference (ie MSM and pawns).
