It is heartwarming to see the self deluded, former masters of the universe starting to run. Salinas, and so many others, thought they were bullet proof, that they could do anything and the bill would never come due. They never thought she would lose. Surprise!
Cuba may be the first of several stops for this guy (and others) as he runs & runs. All it does is protract the chase a bit—sauce for the goose. In the end, it will come down to the universal choice of suicide or being humiliated & disgraced while losing everything anyway.
