If the mine was free-floating on the surface, it could have risen on a wave and detonated when it was well above the resting waterline. If the mine was tethered to the sea floor to keep it close to the surface but still submerged, you'd be more likely to see results like in the earlier pic. This also makes the mines nearly impossible for the crew to see, but it requires more resources to set them up.
