I think the problem is these city govs are all overworked, underpaid, and running and email server 20 versions out of date on an AS400.
There are Datafags in the private sector that will GIVE hardware and software licenses away for free if city and municipal govts will digitize their records. Data fags want to mine the permit and other public documents then sell it via portal to whomever (probs insurers). Cities say "No. Don't have the personnel to do that" thus paper and fax machines.
States need to get on this shit like the Fed Govt with the HDTV standard. Mandate digitalization at the state level for modern and efficient govt. The data will also help with risk and premiums.
