Total bullshit. Grand juries do not "charge" civil actions or seek restitution for same. 42 USC 1983 is a civil statute and the doc expressly states "civil action". Again, grand juries do not have any part of this - a civil action is person or entity filing a complaint against another person or entity. Period. In every state.
