The concept is that the groundwater reserves under the continents apparently extend far beyond the shoreline, so there's more freshwater in aquifers available offshore.

This material is likely ancient asteroid impact debris buried under the south pole of the Moon. Of note, this is the area where NASA is planning to go, but I think that's coincidental. The rationale for the choice of location was based on the unusual lighting conditions at the south pole that allow for both continuous sunlight on ridges (good for solar power and maintaining a station) and continuous shadow in craters (good for finding volatile materials that evaporate at low temperatures)
