Was it john kerry's idea or obomber's advice to iran that causing property damage would cause President Trump to back off?

Would be interesting if a dialogue HAS been ongoing with "some" in Iran who are working on draining Iran's swamp. After all, if the people kerry/obomber encouraged to do what they did were suddenly faced with questioning, wonder what they would divulge to a police/army not constrained by certain laws in some western countries?
