Cambodia has been just a puppet state of Vietnam since the 1979 invasion. These criminal rings in Cambodia and VN operate as though there were no real border.
And most of the VN govt is on the ChiCom payroll, so really you could look at these Cambo/VN trafficking activities as being an offshoot of Chinese Communism.
