Mostly to create a problem that can't be solved without a world government able to enforce its will on every single country.

 

A less important goal is to create an artificial scarcity (carbon emission credits) which can be used to choke society and keep control in an age of abundance.

My guess: Q needs to stay silent/absent during the current Iran drama.

 

The stakes are high and any statement from Q to reassure anons will also reveal information to the clowns.

But they can use federal policies and financial incentives to encourage them to.
