True, but what is implied by this data point?

We do our best to follow events and dig on what they mean. Inevitably we get some things wrong and miss others.

There’s rarely a clear consensus on what things mean.

What’s implied by the fact we do this pretty much without the ability to test our hypothesis, or a stream of reliable intel to serve as a filter?

Our counterparts at NSA probably aren’t much smarter, they just have way better corroboration, etc.

This op continues to serve a useful purpose, despite how often we are off target.

I think that’s interesting, but I tend to over analyze. :)
