You need to see the broader picture. Lemme offer up my viewpoint, might help a little…
First, the history. In the 60's, college wasn't for everyone (didn't need to be) and was increasing modestly in cost…by the 70's it was a ticket out and becoming more desirable. Feds step in with increasing grants, college costs going up. By the 80's it was near mandatory to get a decent job, and college tuition began exceeding savings/earnings power. Loans were taking off. Tuition costs skyrocketed from there.
How it works: Schools increase costs tremendously. Loans guaranteed by the gov't, underwritten by what? Bonds. Big lenders underwrite the bonds. Keep the good debt, sell off the bad to shells intended to take a dive on the default loans.
Schools keep the money. What do the schools do with it???? Hmmmm. Take a look at all those trust funds. Where do THEY put their money?
Pour it down the donation funnel. Guess who's at the bottom?
And guess who foots the bill?
