They can spoof an incoming Presidential Alert if your phone is tuned to their malicious cell tower.

But your phone will connect to your own network's tower, not their malicious one, unless they find a separate security hole to trick your phone into connecting to the wrong network signal.

If there is an alert from POTUS, some people will say that this means it could be fake, but the alert will say: Go to whitehouse.gov for more information, and whitehouse.gov will show that the alert is real.
