Probably has more to do with the definition of a hospital than it does anything else. Bluntly, Q is stating that the truth is shocking, but a statement of 99% in the hospital is so obvious a hyperbole that to be true, we must look at altering our understanding of the statement. '99% of what/who'… Or 'what is meant by a hospital?' 'what is meant by 'put'' or… 'the truth of what?'
There are a lot of things we implicitly attach to Q's statements that predefine our answer when multiple answers or solutions become possible when we realize that we can alter what we feed into a Q statement as a seed.
