What's with the "riding" theme?

I got a tweet earlier from "someone" using an oddly-worded "riding horse" reference.

A Paul Revere-esque thing? Like… we're riding into battle (rounding folks up)?

(I thought I had the horse-Pepe "Come on, we're doing patriot shit" one, but the DECLAS meme had to do…but I don't that's what's happening)
