The govt can still print the form; it just can't use it if it ultimately can't demonstrate to the court that the question isn't racially motivated. SCOTUS already agreed the question is conceptually OK because it was on their previously, and that NYS two primary arguments were invalid. All that is left is for the Commerce dept. to demonstrate to the court that t question isn't being included for arbitrary and capricious reasons.

While the district court can issue an injunction against having the question on the census, it cannot issue an injunction preventing the govt. from printing the form with the question on it… it could subsequently prevent the printed form being used, but that's a matter for much later on.
