International Communism, aka DS, has long employed the strategy of using sacred structures for nefarious activities because they knew their enemies would be loathe to destroy a 'house of worship'.
As a random example, this is why the Vietcong routinely used Buddhist pagodas, Catholic churches, and even animist temples to quarter their troops, store ammunition, keep POWs, etc. They knew the USA and South Vietnam would not want to be lambasted in the press for destroying religious edifices.
