The number of paper ballots has to be carefully audited to match the number of voters who came in to vote. In heavily Blue districts those numbers can be fudged. We will have to see if they have a way to prevent or detect that. This is also why the Dems want National Popular Vote. Then their padded numbers in Blue states will mean something.
