Actually you can assemble a civil grand jury. They did this over a 100 years ago. There were cases where judge's were removed during a trial when local citizen's realized the judge himself may have been complicite.
I m just saying because you have lost touch with how much power the people in their communities held and have become flakes of indoctrination does not mean the power does not exist. The only diff between now and then is that people wait for the police and prison system to carry out the judgements. Back then the sheriffs carrying out the punishment and marshalls hauled the criminals convicted off to jail. The fact is…the power is still in the hands of the people if they will wake up to it and start using it.
