In any case, I can't sauce this, but as a local of 19 years, I Can tell you stories. There are networks that connect the flood tunnels to the highway on the outside, and to DUMBS further out. Supposedly you can actually drive from underground onto the highway seamlessly.

Looking at the floor plans of a Las Vegas casino will only yield lies. The floor plans for the buildings do not match what is actually constructed. The elevators have stops you don't know about, there are ways to vanish and reappear, and "laundry rooms" conveniently don't have cameras.
Anyone who says security doesn't know is kidding themselves. Military-grade surveillance before It's publicly available.
