They gave the Rs a chance to resign and go away quietly rather than being publicly indicted, tried, etc. Q said in a previous drop that it was necessary to let some of those guilty of lesser transgressions walk away for the sake of continuity of government and to keep from completely shattering the public's trust in all elected officials.
Flynn was in on it from the beginning and willingly played his role. I'm sure that POTUS will make him whole financially and will honor his sacrifice publicly.
It isn't always that simple. Some of them were being physically threatened, including threats to their families. Their only protection came from continuing to play along. Had they tried to walk away they would have become a liability…and we know how the cabal deals with those who have become a liability. Jason Chaffetz is the only one I can think of who actually quit, and I read that he and his family are being protected.
