EU Locked in Internal Squabble over Who Gets Unelected Presidencies

 

BRUSSELS (AP) – European Union leaders launched a new round of talks Sunday in desperate hopes of producing a breakthrough in a diplomatic fight over who should fill top leadership posts at the 28-nation bloc.

 

Leaders of member countries have so far twice failed to make the key appointments, which include picking a replacement for Jean-Claude Juncker as president of the EU’s powerful executive arm, the European Commission, and for Donald Tusk as head of the agenda-setting European Council.

 

Some discussed the roster of upcoming vacancies, which by November will include the EU’s top diplomat, the president of the European Parliament and the chief of the European Central Bank, on the sidelines of the Group of 20 summit in Japan that concluded Saturday.

 

“There were a number of European countries in Osaka that discussed the issue, but there are no concrete compromises,” Dutch Prime Minister Mark Rutte told reporters as he arrived in Brussels for Sunday’s talks.

 

Asked about likely candidates for the commission job, Rutte said “That’s a moving picture.”

 

“You think that one candidate or another possibly has the best chance and it keeps shifting,” he added.

 

French President Emmanuel Macron called for a “spirit of compromise and above all ambition” as the leaders look to name what he described as “the new Team Europe.”

 

“There should be two men and two women” candidates for four of the five posts up for grabs in coming weeks, he said.

 

Macron, like Rutte, declined to say who he was backing.

 

The discussions about who should take the EU’s helm for the next five years and beyond could go well into the night, if not through it, warned Tusk, who will chair the meeting and said he would keep the leaders overnight and through early Monday if necessary.

 

Tusk met with party and government leaders Sunday ahead of the summit. He wants nominations to be wrapped up soon, seeking to prevent further erosion of public confidence in the EU amid Brexit uncertainty and intra-bloc divisions over managing migration.

 

The task will not be easy. The appointments must take into account political affiliation, geography – balancing east and west, north and south – population size and gender. The leaders of EU institutions are supposed to impartially represent the interests of all member nations on the global stage and in Brussels.

 

But patriotism sets in as officials from individual member countries push candidates from their homelands to rule the roost of the bloc’s population of 500 million and the world’s biggest economic alliance.

 

There was hope at the leaders’ June 20-21 summit that more time would bring views closer over who will replace Juncker at the commission. German Chancellor Angela Merkel backs German conservative Manfred Weber, whose centre-right European People’s Party is the largest political group in the European Parliament but lost seats in the EU elections in May.

 

Macron has suggested Weber lacks the political and government experience for such a high-profile role. Weber could still be considered for the head of the European Parliament which is the EU’s only elected institution.

 

“We are on a path that may make it possible to reach a result,” Merkel said in Japan before setting off for the EU summit.

New Study Shows LGBTQ Acceptance in Stunning Decline Despite Relentless Media Fawning

 

For activists on the left, the news is a “social crisis.”

A new survey commissioned by a gay advocacy group found that acceptance of the homosexual and transgender lifestyle is actually down among younger Americans compared to older generations, according to the New York Post.

But considering how truly radical the movements for alternative sexuality have become, it might just be a return to common sense.

The Accelerating Acceptance 2019 survey, by Harris Poll on behalf of the Gay & Lesbian Alliance Against Defamation, found that fewer Americans aged 18 to 34 reported being comfortable with “LGBTQ” individuals in certain situations – such as the workplace, at worship or learning that a family member is gay, lesbian, transgender or whatever piece of the “gender non-conforming” puzzle is popular on any given day.

The results were similar to those of the same survey last year, with both showing significant drops from a survey that measured attitudes in 2016.

As NBC News reported:

“In 2016, 24 percent of respondents age 18-34 said they would feel uncomfortable with an LGBTQ family member; by 2018 that rose to 36 percent — about one in three. A similar rise was measured among the youngest group of respondents who say they would feel uncomfortable to learn their child was receiving an LGBTQ history lesson at school, from 27 percent to 39 percent.”

Of particular note: According to the survey, the sharpest decline in comfort with alternative sexualities was found among young women.

To pollsters, the developments are stunning.

“We count on the narrative that young people are more progressive and tolerant,” The Harris Poll CEO John Gerzema told USA Today.

“These numbers are very alarming and signal a looming social crisis in discrimination.”

Gerzema said the numbers show how the gay community needs to stay vigilant.

“In this toxic age, tolerance – even among youths – now seems to be parsed out. Nothing today should be taken for granted.”

That’s how a liberal might look at it.

But as anyone who has been living in the United States over the past few years well knows, the whole concept of “acceptance” for gays has been pushed way beyond equal rights under the law, protections in the workplace against discrimination or even gay marriage.

The ever-expanding alphabet soup of so-called LGBT issues has expanded to include (among many others):

 

Biological male athletes taking over women’s sports – destroying the whole idea of women’s sports in the first place.

Men feeling free to use women’s restrooms in public places, if they were identifying as “women” that day.

Even “drag queen story hours” that expose children too young to read to the glories of men playing dress-up in women’s clothes and makeup.

Slightly older kids can publicly perform their own drag shows, which opens up its own set of stomach-turning problems.

 

And then there’s a natural resistance among young Americans to being bullied.

Federal judge blocks Trump from using $2.5B in military funds for border wall

 

A California federal judge issued a ruling blocking President Trump from using $2.5 billion in military funds to build a wall along the southern border.

 

The ruling by U.S. District Court Judge Haywood Gilliam, who is an appointee of former President Barack Obama, ruled to permanently block the $2.5 billion after issuing a temporary injunction in May to stop the administration’s use of the funds. The ruling stymies several construction projects in California, Arizona, and New Mexico.

 

Gilliam ruled in two lawsuits on Friday. The first, brought by the American Civil Liberties Union on behalf of the Sierra Club and the Southern Border Communities Coalition, came in response to Trump’s national emergency declaration transferring $6.7 billion in military funds to border wall construction. Gilliam’s decision halted the use of funds meant for Defense Department counter-drug activities.

Senate Approves National Defense Bill With Tools Against Chinese Fentanyl

 

WASHINGTON—When President Donald Trump signs the National Defense Authorization Act (NDAA) for 2020, China could face new pressures to live up to its as-yet-unfulfilled promise to crack down on exports of the deadly drug fentanyl drug to the United States.

 

The 973-page NDAA the Senate adopted June 27 on a rare 86-8 show of unanimity in the upper chamber authorizes $750 billion in national security spending, including provisions to:

 

Require imposition of sanctions on drug manufacturers in China who knowingly provide synthetic opioids to traffickers, transnational criminal organizations such as those in Mexico who mix fentanyl with other drugs and traffic them into the United States, and financial institutions that assist such entities.

Authorize waivers for countries that take sufficient action to implement and enforce regulations on synthetic opioid production.

Authorize new funding to law enforcement and intelligence agencies, including the departments of Defense, State, and Treasury, to combat the foreign trafficking of synthetic opioids.

Urge Trump to launch diplomatic efforts with U.S. partners to establish multilateral sanctions against foreign synthetic opioid traffickers.

Establish a commission on synthetic opioid trafficking to monitor U.S. efforts and report on how to more effectively combat the flow of synthetic opioids from China, Mexico, and elsewhere.

 

The provisions were first introduced in the Senate earlier this year as the Fentanyl Sanctions Act, co-sponsored by Sens. Tom Cotton (R-Ark.), Senate Minority Leader Chuck Schumer (D-N.Y.), Sherrod Brown (D-Ohio), Mike Crapo (R-Idaho), Robert Menendez (D-N.J.), Pat Toomey (R-Pa.), Marco Rubio (R-Fla.), Jeanne Shaheen (D-N.H.), John Cornyn (R-Texas), Ed Markey (D-Mass.), Shelley Moore Capito (R-W.Va.), Gary Peters (D-Mich.), Dianne Feinstein (D-Calif.), and Marsha Blackburn (R-Tenn.).

 

A similar bill is under consideration in the House of Representatives, where it also has bipartisan support following its introduction by Rep. Seth Moulton (D-Mass.) and Rep. Vern Buchanan (R-Fla.).

MOSCOW, June 30. /TASS/. Production of S-500 surface-to-air missile systems begins in Russia. These systems will soon enter operational service in the Russian army, CEO of Russia’s Rostec state-run hi-tech corporation Sergei Chemezov said on Sunday.

 

"New state-of-the-art weapons are being developed. So, once we can already sell S-400 systems, we now begin to manufacture S-500 systems. These are more updated systems. I’d prefer not to tell about them now, they are not yet operational. I think they will enter service very soon," he said in an interview with the Deistvuyushchiye Litsa (Political Actors) with Nailya Asker-zade program on the Rossiya-1 television channel.

 

When asked when these state-of-the-art missile systems enter operational service, he said, "When trials are over."

 

In his words, the S-500 system’s range will be higher than that of S-400 systems.

 

Russian Deputy Prime Minister Yuri Borisov told journalists earlier in the week that S-500 surface-to-air missile defense systems would be delivered to troops earlier than initially planned after a series of successful tests. The troops are expected to receive them in the next few years.

 

Earlier, Russian Defense Minister Sergei Shoigu said that deliveries of S-500 surface-to air missile defense systems to the troops would begin in 2020. S-500 is being created with a possibility of operation in the next 25 years. Western newspapers and publications noted that the new Russian missile defense system had managed to hit a target at a range of 481.2 km, which is 80 km father than any other existing air defense missile system.

UN Secretary-General Antonio Guterres “has hidden behind protocol” rather than push for an investigation into the murder of Saudi journalist Jamal Khashoggi, the UN special rapporteur who probed the killing has told Middle East Eye.

 

Speaking on the sidelines of the 41st UN Human Rights Council, which she will address on Wednesday, Agnes Callamard said Khashoggi could be “a model case” for the UN to show that it takes targeted killings seriously.

 

It could have acted as a mediator, allowing better coordination during the investigation of the brutal killing at the Saudi consulate in Istanbul last October, and between the parties involved, she said.

 

Instead, the inaction of Gutteres and various UN bodies has “poisoned” what was already a terrible crime.

 

“In my view, the secretary-general could have set a more proactive process for himself and the UN and he chose otherwise,” Callamard said.

 

“I think by now they must understand that inaction and silence and hoping that it is going to disappear is just not going to work with this particular killing.”

 

Last week, Callamard, a human rights expert who serves as the UN special rapporteur on extrajudicial killings, released a nearly 100-page report into the murder of the US resident who wrote for the Washington Post and Middle East Eye.

 

The inquiry, based on more than 120 interviews, concluded that there was credible evidence that the killing was premeditated and that Saudi Arabia’s Crown Prince Mohammed bin Salman and other high-level officials were liable.

 

‘Sacrificial animal’

 

It also gave the fullest public account so far of the 59-year-old’s final moments inside the consulate where a team of Saudis were recorded discussing dismembering him and referring to him as a “sacrificial animal” in the minutes before he arrived, according to Callamard’s inquiry.

 

The Saudi Human Rights Commission rejected the report’s findings, saying it was biased and that Callamard breached UN principles of impartiality, objectivity and professionalism.

 

The crime, she told MEE on Tuesday, was exceptional in its brutality, yet unexceptional because it represents a pattern of other killings that have been the focus of UN Security Council and General Assembly resolutions.

 

“So it was little bit paradoxical that there was no more commitment to find a meaningful role for the UN when confronted with a crime that was, by November or December, becoming an international crisis,” she said.

 

It was the inaction, she said, that drove her to pursue her inquiry.

 

“I could not understand why the UN – the secretary-general, the Security Council, the Human Rights Council, the General Assembly – have not moved forward with more resolve.”

 

Now, she said, she hopes the UN will hear her call, and push for an international investigation.

 

“I’m not suggesting they intervene in all [killings], but they should intervene in a killing that is demonstrated to be an international killing touching on many aspects of international law,” she said.

 

Hatice Cengiz, Khashoggi’s fiancee who spoke with Callamard on a panel hosted by the Canadian government at the UN on Tuesday, said it was “scandalous” that high-level officials may be implicated.

 

“I don’t want this significance to remain on a piece of paper, or to remain on the shelves of the UN,” she told a packed room of diplomats, NGO representatives and reporters. “If the UN will not do the follow up on such murders, who will do it?”

Astonishing Church Growth in Russia Sees Record Number Training for Priesthood

 

The startling levels of growth are demonstrated in the dramatic increase in Orthodox places of worship in Russia. At the end of Communist rule in 1991, just 6,000 existed but now there are 36,000 – an average of three new places of worship every day.

 

The Russian Orthodox Church is seeing the highest numbers ever training for priesthood, according to an independent Russian news agency.

 

The sharp rise in seminary admissions across the church's 261 dioceses, known as eparchies, means 1,593 ordinands are expected to begin studies, a 19 per cent increase from the previous year, Interfax reported.

 

Another 827 young men will also start the church's preparation course, 25 percent more than the previous year.

 

On top of that 5,877 seminarians are currently preparing for ordination, according to the Tablet.

 

After enduring systematic persecution under Soviet rule, Vladimir Putin has made the Russian Orthodox Church emblematic of the socially conservative values his rule promotes.

 

Around 70 per cent of the population are now members of the ROC and it has grown to be the largest and most powerful of the 14 Orthodox denominations with 144 million members, 368 bishops and about 40,000 priests and deacons.

 

By contrast to the ROC's dominance, the Roman Catholic church is Russia has just four dioceses with a membership of about 773,000 – just 0.5 per cent of the population – according to the Vatican's 2017 Annuario Pontificio.

Turkey Joining al Qaeda in War Against Syria

 

The Turkish Army deployed in areas under its control in Hama and Idlib provinces backs Tahrir al-Sham al-Hay’at (the Levant Liberation Board or the Al-Nusra Front) in its attacks against the Syrian Army positions and safe zones in Northern Syria, the Arabic-language media outlets reported.

 

The Arabic-language website of Russian Sputnik news agency quoted a Syrian Army source as saying that the Syrian Army’s military positions came under the Turkish Army’s artillery attacks while the government forces were thwarting the terrorist groups’ attacks on their positions in Northwestern Hama.

 

The source pointed to the military and logistic supports from the Ankara-controlled areas for terrorists in Northern Syria, and said that the terrorist group, specially Tahrir al-Sham and Turkistani Party, have set up new military positions near Ankara-controlled areas; while the terrorist groups in their recent attack had deployed their militants in the surrounding areas of Ankara-controlled areas in Shir al-Magar in Hama and provided support for them.

 

Meantime, the Syrian Army units pounded the terrorists’ movements near the Ankara-controlled region in al-Hawija and Shahr Naz near the Turkey-controlled region in Shir al-Magar in Northern Hama.

 

The source noted that the terrorist groups have pounded the Turkish military spots in Hama and Idlib to provide Ankara with an excuse to attack the Syrian Army.

 

In a relevant development earlier on Saturday, the Syrian Army was preparing to take full control of strategic points to reopen the key Saqilbieh-Mahradeh road in Northern Hama as government forces have intensified their military operations in the region.

 

The Syrian Army’s missile and artillery units targeted and heavily pounded the military positions and movements of Tahrir al-Sham al-Hay’at and Jeizh al-Izza terrorist groups in the towns of al-Jobin and Tal Malh in Northern Hama, destroying several of their military positions and hardware and killing a number of them.

 

Meantime, a military source noted that the Syrian Army troops destroyed the defense lines of the terrorists in Northern Hama, and said that the Syrian Army intends to reopen the strategic Saqilbieh-Mahradeh Road by taking full control of strategic town of Tal Malh.

 

He also said that the Syrian Army’s artillery units destroyed the terrorists’ logistical convoys in Abu Raideh, al-Zuka, Hasraya, al-Latamineh in Northern Hama.

A Finnish company that makes food from electricity, water and air has said it plans to have 50m meals’ worth of its product sold in supermarkets within two years.

 

Solar Foods is also working with the European Space Agency to supply astronauts on a mission to Mars after devising a method it says creates a protein-heavy product that looks and tastes like wheat flour at a cost of €5 (£4.50) per kilo.

 

The Helsinki-based company, assisted by research from the VTT Technical Research Centre of Finland and the Lappeenranta University of Technology, will apply to the EU for a novel food licence later this year before starting commercial production in 2021.

 

The powder known as Solein can be given texture through 3D printing, or added to dishes and food products as an ingredient.

 

It is produced through a process similar to brewing beer. Living microbes are put in liquid and fed with carbon dioxide and hydrogen bubbles, which have been released from water through the application of electricity. The microbes create protein, which is then dried to make the powder.

 

Dr Pasi Vainikka, the chief executive of the tech startup, said the company had produced a carbon-neutral way to produce a fully natural protein source without wasting land or water. Pre-engineering on a full-scale factory had just started, he added.

 

“It is a completely new kind of food, a new kind of protein, different to all the food on the market today in how it is produced as it does not need agriculture or aquaculture,” he said.

 

The foodstuff was said to mark a break with a thousand years of production. “If we go back in time in the gatherer societies we have just been using more of the same, plants and animals,” he said.

US-led Coalition Strikes Al-Qaeda Headquarters In Greater Idlib Killing Several Commanders – Reports

 

On June 30, unidentified warplanes carried out a series of airstrikes on headquarters of al-Qaeda-affiliated Horas al-Din in the opposition-held part of the western Aleppo countryside, a region that’s considered a part of the so-called Greater Idlib.

 

The terrorist group confirmed that the headquarters was fully destroyed and claimed that the airstrikes were carried out by warplanes of the US-led coalition. According to the group, the warplanes took off from Incirlik airbase in southern Turkey.

 

A spokesman for Horas al-Din acknowledged that two of the group’s foreign commanders, Abu Omar al-Tunisian [a Tunisian citizen] and Abu Dujana al- Jazaeri [an Algerian citizen] along with several fighters were killed. Two other senior commanders of the group, Abu al-Zur al-Masri [an Egyitan citizen] and Abu Yahya al-Jazaeri [an Algerian citizen], were injured.

 

The US-led coalition has not confirmed its responsibility for the airstrikes, yet. This allowed some sources to speculate that the airstrikes were carried out by Russia or Syrian warplanes.

 

If the US-led coalition involvement is confirmed, this will be the first airstrike of the US-led coalition on Greater Idlib since late 2017. Washington has paused its airstrikes on the al-Qaeda-infested region since then for own reasons.

Hezbollah Is Secretly Withdrawing From Syria: Monitoring Group

 

Hezbollah is secretly withdrawing many of its units from Syria away from any media coverage, the Syrian Observatory for Human Rights (SOHR) reported on June 30, citing what it described as “creditable sources”.

 

“Large units of Hezbollah forces were secretly withdrawn from different areas in the capital, Damascus, and in its countryside, as well as from the Syrian south,” the SOHR’s report reads.

 

The UK-based monitoring group noted that Hezbollah and Iranian forces are not participating in the Syrian Arab Army (SAA) ground operations in Greater Idlib. The group’s claims on this mater are in line with the information provided by pro-government and even opposition sources.

 

Hezbollah intervened in Syria in mid-2012 to support the SAA’s military operations around Damascus and in the central governorate of Homs. Later, the Lebanese group expanded its presence to the country’s southern region, the northern strategic city of Aleppo and participated in all major anti-ISIS operations in eastern Syria.

 

However, since 2017, Hezbollah participation in the Syrian war has declined. The group didn’t support the SAA’s large-scale operations in the Eastern Ghouta, nor the 2018 southern Syrian campaign.

 

While SOHR’s claims are yet to be confirmed, Hezbollah may have withdrawn some units from Syria as a defensive procedure due to the high-tension with Israel and the U.S.

Lebanese minister survives shooting attack; 2 aides killed

 

Lebanon’s minister of refugee affairs has escaped an “assassination attempt” that killed two of his bodyguards.

 

Druze minister, Saleh al-Gharib, came under attack on Sunday when his convoy was making its way through the Mount Lebanon town near Aley, which is loyal to Druze leader Walid Jumblatt. Jumblatt's Popular Progressive Party (PSP), however, has denied any involvement in the incident.

 

Two other people were injured in the attack, according to social media reports.

 

"What happened was an armed ambush and a clear assassination attempt," Gharib told Lebanon's al-Jadeed TV.

 

"There appears to be a decision to blow up the situation on the Mountain (a reference to the mountainous Chouf District, which is located southeast of the Lebanese capital)," said Gharib (pictured below).

 

Gharib is known to have close ties to pro-Syrian Druze leader Talal Arslan. He was attacked in an area near Aley, which is loyal to anti-Damascus Druze leader Walid Jumblatt.

 

The attack comes on the heels of tensions that were ignited by a visit by Foreign Minister Gebran Bassil to the area earlier in the day. His visit caused led protesters to block roads (shown in the following video), prompting Bassil to call off the visit.

 

Lebanese Defense Minister Elias Bou Saab called for calm, telling the LBC network that the army had placed a large number of forces in the area .

 

Akram Chehayeb, a senior PSP official and minister of education, also urged calm, saying: "What happened is the result of poor judgement by some officials and is a recipe for strife on the Mountain."

 

The attack comes amid an ongoing debate over the fate of the Syrian refugees who have fled their war-torn country and entered Lebanese territories over the past years. More than one million Syrian refugees are registered with the High Commissioner for Refugees (UNHCR) in Lebanon.

 

The Beirut government estimates that the true number of Syrians in Lebanon stands at 1.5 million.

Weather Forecasters Across the USA Extremely Concerned About the Deployment of 5G

 

U.S. METEOROLOGISTS ‘DEEPLY CONCERNED’ OVER 5G ROLL-OUT

 

U.S. weather forecasters are the latest group to sound the alarm that the race to introduce 5G technologies may have adverse consequences.

 

In a letter to the Federal Communications Commission (FCC), U.S. meteorologists called the potential for 5G mobile technologies to disrupt communication between weather satellites “deeply concerning,” according to the BBC.

 

The letter was signed by the American Meteorological Society, the National Weather Association and the American Geophysical Union. They oppose a FCC proposal to share a radio spectrum band with mobile companies, arguing that sharing the radio band may lead to a delay in life-saving data, according to Newsweek.

 

“[Interference will] postpone dissemination of vital information to the public to aid and protect life, property, businesses, and government operations. The loss of seconds can mean the difference between safety and grave risk to life and property,” said John Porter, an executive at AccuWeather, in a separate letter to the FCC, as Newsweek reported.

 

Experts warned that sharing the 1675-1680MHz band could cause delays in public service alerts about severe weather like hurricanes and tornadoes. The letter by the U.S. meteorologists piggy backs on a letter sent to the FCC Chairman by Sen. Ron Wyden (D-Ore) and Maria Cantwell (D-Wash.) asking him not to issue 5G licenses “until the FCC approves the passive band protection limits that the National Aeronautics and Space Administration (NASA) and the National Oceanic and Atmospheric Administration (NOAA) determine are necessary to protect critical satellite‐based measurements of atmospheric water vapor needed to forecast the weather.”

 

Results of the study are expected in 2020.

 

Wyden and Cantwell said that the “ongoing sale of wireless airwaves could damage the effectiveness of US weather satellites and harm forecasts and predictions relied on to protect safety, property, and national security.”

 

They reprimanded the FCC for beginning the auction “over the objections of NASA, NOAA, and members of the American Meteorological Society (AMS). These entities all argued that out-of-band emissions from future commercial broadband transmissions in the 24GHz band would disrupt the ability to collect water-vapor data measured in a neighboring frequency band (23.6 to 24GHZ) that meteorologists rely on to forecast the weather,” as Ars Technica reported.

 

The extent of the radio wave interference will depend on where new 5G networks are, said Prof. William Webb, independent consultant and author of the book The 5G Myth, as the BBC reported.

 

“If it’s only deployed in city centers, it probably won’t cause interference,” Webb said to the BBC. “But if it’s used in large volumes near the meteorological sites then yes it could.”

 

Prominent U.S. agencies are not the only ones asking for more time before 5G licenses are issued. The new mobile technologies have also faced resistance in Europe. In April, Brussels banned the implementation of 5G technologies due to concerns over radiation.

 

“I cannot welcome such technology if the radiation standards, which must protect the citizen, are not respected, 5G or not,” said Céline Fremault , Brussels’ Environment minister, as the Brussels Times reported. “The people of Brussels are not guinea pigs whose health I can sell at a profit. We cannot leave anything to doubt,” she added.

 

Under the current radiation standards in Brussels, a pilot project is not possible. Fremault said she does not intend to make an exception for faster Internet speed.

 

However, the GSMA — an organization that represents mobile network operators — believes that 5G services and weather sensing services can co-exist, according to the BBC.

 

“We cannot allow these scare tactics to prevent us from reaping the huge societal and economic benefits of 5G networks,” said Brett Tarnutzer, the trade body’s head of spectrum, as the BBCreported. “We urge everyone to simply look at the facts and not get drawn in by misleading rhetoric.”

UK Gov't Urged to Use Gaddafi's Frozen Millions to Compensate Victims of IRA Attacks

 

The Northern Ireland Affairs Committee has revealed that the government took £17 million in taxes over the past three years from the £12 billion in Libyan assets linked to the country's late leader, Muammar Gaddafi.

 

The UK's Democratic Unionist Party (DUP) demands that the British government hand over the millions earned from Muammar Gaddafi's frozen UK assets to the victims of Irish Republican Army (IRA) attacks.

 

Nigel Dodds, the DUP deputy leader, wrote in The Sunday Telegraph about a parliamentary report that disclosed that the UK Treasury had taken £17 million in taxes in the past three years from the £12 billion in Libyan assets linked to the slain colonel.

 

The report claims that Gaddafi's government supplied weapons, including Semtex explosives, to the IRA during a violent conflict in Northern Ireland - known as the Troubles - that were used in bombing attacks across the UK.

 

"If we wait until there is a political settlement with Libya, then I fear many of the victims who suffered as a result of Libyan Semtex and guns will never see a single penny. They have died without justice and without any proper compensation. The Government has a clear moral duty to support our citizens, particularly those who have suffered so much", Dodds wrote.

 

He added that an ongoing review should determine how many victims "could potentially qualify for such compensation".

 

Dodds' comments echoed remarks by Simon Hoare, a Tory MP and chairman of the Northern Ireland committee, who said last week that the government had to ask itself whether "it is content to continue profiting from frozen Libyan assets while victims receive nothing". Hoare as well added that there was a "clear moral imperative" for the funds to go to victims.

 

Libyan assets worth more than £12 billion have been frozen in the UK since a 2011 ruling by the United Nations during the civil war in which Gaddafi was overthrown and killed.

 

The UK is not the only European country that's been embroiled in a Gaddafi assets-related controversy: in 2018, Belgian prosecutors launched an investigation into the billions of euros allegedly missing from Gaddafi's suspended accounts in local banks.

 

Belgian authorities were accused of paying out interest and dividends on frozen Libyan bank accounts, with the UN blaming Brussels for illegally unfreezing Gaddafi's assets. At the time, Belgian Deputy Prime Minister Didier Reynard claimed that he had not been involved in the decision, which is the responsibility of the Finance Ministry.
