Was my first thought too, i haven't chosen one over the other yet until more is revealed, both are feasible perceptions
W/o stopping violations of 1A from occurring ([19], especially freedom of the PRESS, not the CIA acting as de facto press), and censorship issues [3 working with @Jack], the public doesn't have a fair chance at getting the truth, only more propaganda. It's relevant, even if it's not the "definite" answer.
