The point was to suck the US dry then destroy it. They would have been safe in other countries( all the important people and family would have all been on vacation, gone from areas that would have been destroyed.
A few that were not told, would be sacrifices.people who they did not fully trust. There also was alot of brand new luxury homes, whole neighborhoods of them sitting empty in China.Bunkers on islands, New Zealand, shelter in Europe. Some may have shelters here, but anyone important would be nowhere near the US.
