It's kinda like that scene in 'Heat' where DeNiro pulls the fire alarm in order to kill a guy in the hotel. The ensuing chaos is bad for everyone else, but good for him. It gives him the opportunity to operate undetected and go wherever he wants and kill whoever he wants and simply walk out the front door when he's done.
