After some digging it appears that the "Heavy water" Heavy water can be used in production reactors, used to produce plutonium from U-238.

Nuclear Chief Says Iran Hid Information About Heavy Water Reactor

 

Iran's nuclear chief Ali Akbar Salehi has disclosed that in spite of pouring concrete in pipes within the core of the heavy water reactor in Arak and making it obsolete as a precondition for the 2015 nuclear deal, Iran procured additional pipes for replacement in case the West reneged on the deal.

 

Salehi said in a televised interview that was broadcast live on Iran's state TV on January 22, that only he and Iranian Supreme Leader Ayatollah Ali Khamenei knew that there were additional pipes but they did not tell anyone else about it.

Looks like they had a facility in N Syria in 2007 being built with North Korean expertise.

The first major open-source assessment of the suspected facility was David Albright and Paul Brannan's report, "Suspect Reactor Construction Site in Eastern Syria: The Site of the Sept 6 Israeli Raid?" Albright and Brannan argue that the facility is of North Korean origin. They support their claim by pointing out that the sides measure approximately the same as the North Korean 5 MW Reactor at Yongbyon.

Looks like they were all connected at the hip.

And if it was built in Syria it wouldn't be cover by the IRAN deal. "Out of scope"?
