Hannity saying "follow the pen" doesn't really make any sense or seem relevant. If anything, it seems like an attempt to say something that sounds relevant.
Hannity follows the ratings. It means he believes saying thinly veiled Q-like things is a way to boost ratings.
Hannity isn't a "q-team outlet" - he is just a sign of the times, so to speak.
