8chan only stores users' IP addresses as a hash, and that hash is only visible to the board owner and board volunteers. Normal users, such as you and I, can only see a unique ID associated with the hash (yours is a2a523, for example) and this unique ID changes every single bread. Your local filters are based on this unique ID, and thus only function for the bread in which you applied them.
