That's a coded message. "Pre-commitment" means that they're announcing they have some information. It's about John Podesta. And the proof they'll use later to prove to you they had it all along is that string of letters and numbers.

 

So the question isn't what pre-commitment he can't get out of, but what information the NSA has that they are going to share.
