First you need to know what the Gehlen Organization was. In brief it was a German clandestine service that had the peculiar position of being loyal to Hitler but coming in frequent contact with OSS and, as per the article Q linked, provided a line of communication between Alle Dulles and Hitler. These relations were the precurser to Paperclip. After the war it was taken over by the newly formed CIA. The same man in charge (Gehlen) remained in charge until 1968. It later became the BND.
Horst Kasner (Merkel's Dad):

If he entered captivity in Italy, it was after Mussolini was defeated. This means he was captured by allied forces. If it was "brief" they had a reason to let him go (one of theirs? useful somehow?).
Hypothesis:
Otto Wölber was a Gehlen or OSS intelligence operative/informant, either when he entered Italy and was captured, or he was recruited then and sent back to Germany.
After the war, Wölber asked Kasner to go to East Germany and set up there (as per the wikipedia article). This aligns with activity like Operation Jungle (en.wikipedia.org/wiki/Operation_Jungle) which shows how they immediately started infiltrating eastwards into the USSR after Germany was split.
Before he departed for East Germay, Horst Kasner was given a baby and told to maintain that it was he and his wife's (this baby is Angela Merkel).
Further supporting the operative theory is that the Kasners were reportedly permitted to travel between East and West more freely than others under the cover of being a pastor, and that biographical docs claim he refused recruitment attempts by the Stasi. They also claim that Angela refused a Stasi recruitment attempt around 1970. The reason they refused the Stasi was because they were already Gehlen affiliated and did not wish to be double agents.
Merkel was a clown baby in much the same manner that Hussein was. Managed by the clowns' Gehlen subsidiary, on their radar and later groomed for political leadership.
