Middle EAstern guy hired around 2004- City of West Sac. He was involved in the Port of West Sacramento. He was noticed for his daily prayers. He stayed just under 2014 then went to Dubai. He brought in CEMEX to the city. He had connections to the CEMEX in Bay Area with other Muslim men and would hold meetings in various cities- and pushed until Cemex got positioned st the port. To this day, the area isn’t a complete site. What she remembered being strange is that he left- They all left -after CEMEX was brought into these cities. No more meetings with other cities were needed since the contract was procured.

She wondered why he abruptly left after pushing the city for a contract.

Sauce: I was looking up CEMEX sites and know someone who worked for West Sacramento city hall. When I asked her about any knowledge of CEMEX, she asked me if I remembered the Muslim guy she used to complain about (always praying and needed a ton of accommodations). Since she was in HR, she was very well versed on his position. Anyway, he abruptly left and stated his work was complete and he was heading back to the Middle East. She said she wondered if he planted a bomb because of his abrupt announcement but nothing evert happened.

Also Sacramento is one of the largest trafficking hubs on the west coast.
