It seems to me that Gowdy is saying that Comey was helping the democrats when he announced the additional emails, and that they would switch sides when they find out that he was on their side, not the right side but they thought Comey betrayed Hillary, and he was doing the best he could to help her.
Now the Dems love Comey, history was kinder to him, than they were in the past.
