Impeachment is a determination for high crimes and misdemeanors, it does not necessarily mean a removal from office. (As was case wth Clinton. He is on record as an impeached president). Past presidents and officials can be impeached (their record/presidency/legacy) when they leave office and then indicted charged with those crimes.
