Remembering that this has been planned for years, and Gowdy saying history will remember Comey kindly, I have a hard time believing he is not doing what needs to be done. The fbi in several branches have been investigating the Clinton foundation before Trump was if I recall correctly.
That was my thought. The fbi can only investigate, it is up to Doj to decide whether or not to prosecute. When Comey made that determination I think he basically over road the Doj, which allowed the Trump team to expose it. That is one of the theories I have heard.
