Well I'm going all normie and suggesting it's a stile at a dry-stacked stone wall near a bay in Ireland.

 

Once watched a guy move sheep by tossing stones and then rebuilding. It's an ancient art.

 

Maybe every once in a while it's just a pretty picture.
