Yeah I think this is symbolic, or a glimpse of what may come here….
A phallus/tower
Anything obelisk like or obviously protruding represents male energy (aggressive energy, force)
But in this case I dont know anything else.
I would think the rocks and or water are symbolic of female energy - on 911 one of the towers had an antenna on the top (male) and the other one none (female)
It has something to do with ritual or sacrifice when you have the male/female symbols present.
At JFK's assassination there was the obelisk in the Dealy plaza area, there's an example.
