Milfag here. I don't think are bad enough to warrant martial law. And I don't see how the Marines would be exempt from posse comitatus.
What might happen is the President invokes the Insurrection Act against California. And I have no idea how that would play out.

Ah, no. Do you even know what martial law entails? It's direct military control of normal civilian functions of government. You see any grunts in the 50 governor's mansions?
Like I said, I'm a milfag, and I still use the gym several times a week at my local base. I think I'd notice if something like that was up.
