Why is everyone assuming trips/whitelist is referring specifically to Killar?

Someone else has travelled, and has been bluntly demonstrated to be stalked by White Hats. He can be taken "at any time." Who else is in such a position that he "would immediately cease to exist," should any harm come select persons? Who has motive to defect to the white hats? Who obviously has something so valuable that he is being followed 24/7, and is in constant crosshairs? Red October was a sub. A valuable one…so much so that it allowed a Soviet to defect.
