They don't have to be activated, the national guard has an active component, including contractors, full timers under a weird union structure, and those rotated through on activation as a supplement under title 32 and title 10. The rest are in 'drill status' and awaiting activation, but can pull AT days to support projects if needed and call it a training exercise to participate in real world exercises without being activated.
